Through looking at these categories through the lens of key questions and key risks, we will start to build a holistic view of what needs to be included in a Layer 1 governance template, what risks we must address when designing such a framework, and, importantly, the scope of Trust over IP Layer 1 governance.
- Questions that must be considered for a Layer 1 Utility-based SSI ecosystem to work in practice
- Risks that must be considered for clients/end-customers to adopt the Layer 1 Utility into a production environment
For some pre-reading for the Group, and given this is closely tied with the work going on in the Utility Foundry Working Group, I kindly ask all involved to read the Document: A Framework for Evaluating Layer 1 Utilities.This document should act as a starting point for the questions and risks that need to be addressed in the workshop. The section, "Evaluating a Utility" already begins to list some of the points that should be brought up and covered within the workshop. Hey ToIP Community, I hope everyone had a great #IIW 34 if you were there!
I wanted to write to the community to introduce my plans and thoughts for the Layer 1 Governance Framework Task Force (we need to come up with a good acronym here 😄).
I have volunteered to lead the work here and wanted to put some initial thoughts together.
Scope
Now that the Trust over IP Metamodel has been completed and the initial foundations are in place, it is time to get to the fun part - building out governance templates, policies and documentation for companies/projects/consortia to use in order to adopt decentralized identity in the real world.
Layer 1 is focussed on any Utility/Registry/Platform which can anchor Decentralized Identifiers (DIDs), generally for the purpose of furthering self-sovereign identity use cases.
And the scope of this can be BROAD:
Identity-specific blockchains: Sovrin (Indy), Indicio (Indy), IDunion (Indy), cheqd (Cosmos), Kilt (Polkadot), Dock (Polkadot), European Blockchain Services Infrastructure (Besu and Fabric)
General blockchains: Ethereum, Bitcoin, Polkadot, Cardano, Cosmos, Tezos
Layer 2 blockchains: Sidetree (ION, Orb, Element), Polygon
Non-blockchain distributed ledgers: Corda, KERI, NYM, Hedera
Web 2.0 infrastructure: Websites, web domains, social media accounts, GitHub, Keybase
Derived purely from PKI: did:key
Physical infrastructure: A piece of paper
Of course, the range of actors involved in governance in each of the above instances can differ drastically.
The Governance Authorities responsible for overseeing the storage of public DIDs could be a:
Company
Foundation
Consortia
Decentralized Autonomous Organization (DAO)
Government or supranational body
So our job in this task force is breaking this down into what each of these Governance Authorities need to do to ensure:
Interoperability with Verifiable Credential types and other DID methods (An Interoperability Profile such as Saturn V, WACI-DIDComm, VC-JWT)
Regulatory compliance
Security, risk and crisis management
DID resolution and management best practices
Commercial sustainability
Fair and transparent voting processes
(To scratch the surface)
In short, to do Layer 1 Governance well, accurately and in its entirety, there will be a lot of work which will need people of different specialisms to come together.
This is where you can come in and help.
Where do we start?
I would love for people interested in participating here to reply to this email and let me know what areas of Governance/identity they specialise in, have worked in before, or want to focus on.
I want to kick off the work here with a workshop session, where we all jump on a Miro board and start to tackle what needs to be included in this Governance Framework. The work from this workshop will then start to form a skeleton of what work needs to be done, and what sections there need to be within a Governance Framework template for Layer 1.
I then would like to split up work based on people's specialisms. For example, we may have:
Experts in SSI, who may have previously worked on the Sovrin Governance Framework. I would want these people to look at the technical standards such as DIDs, schemas, revocation registries that are anchored to a Layer 1, and what kinds of interoperability we are aiming for / how these technical standards should be governed.
Experts in decentralized governance, DAOs and tokenized voting models who could help model out what these types of governance authorities would need in a template.
Governance generalists who understand what types of policies and frameworks would be required by enterprises, governments and consortia for audits and best practices.
I would also like to combine this work with that of the Utility Foundry Working Group (UFWG) and the leadership there, since this directly supports the objectives, goals and interests of ToIP Utilities.

ToIP Community, we have an exciting announcement to share.
To kick off the new year, we have decided to re-energise and refresh one of our core working groups, the Utility Foundry Working Group (UFWG).
For those of you who don’t know already, for the last 18 months the UFWG has successfully compiled a Directory of the existing Layer 1 public utilities and has been developing a framework for becoming a ToIP-compatible utility. Such work can be found on GitHub here.
What is changing?

Leadership.
The first change is in the group’s leadership positions.
We’d like to say a massive thank you to the existing Co-Chairs of the WG, Andre Kudra (esatus) and Mathieu Glaude (NorthernBlock), who are stepping down from their positions within the WG. Both Andre and Mathieu have played a pivotal role in shaping the group to this point and have been excellent contributors to the community in general. We’ll be sure to see them participating in the discussions going forward from a more reserved position.
And a huge welcome to our new Co-Chair candidates:
Jessica Townsend (Accenture)
Jessica has served as the Corporate Identity Global Lead for the last 18 months at Accenture and has recently transitioned to focusing on Dynamic Credentialing and Certifications. She was an early contributor to the Bedrock Business Utility and has supported deliverable creation within the Utility Foundry Working Group over the last year as well as serving as the ToIP Steering Committee proxy for Accenture.
Lynn Bendixsen (Indicio)
Lynn currently manages and maintains the Indicio, PBC public utility networks. He has built multiple Hyperledger Indy networks and has been contributing his technical expertise to the community since 2018, and also to the Utility Foundry Working Group since the early days.
Alex Tweeddale (cheqd)
Alex currently leads Governance & Compliance at cheqd; he specialises in Layer 1 governance models, and has written the first decentralised governance framework for SSI. Previously, he worked as Product Manager for Spherity, leading work with the Department of Homeland Security (DHS). He has been an active contributor to ToIP in both the Governance Stack Working Group, and more recently, in the Utility Foundry Working Group.

Expanding the scope
In the 18 months of the UFWG, we have seen public identity utilities develop broadly in their usability and functionality. This is largely due to the flexibility of the decentralised identifier (DID), which enables trust to be rooted onto a variety of platforms and networks, each with different functions.
For example, we have seen the emergence of KERI, which provides a new unique alternative to blockchains for handling decentralised trust, enabling self-certifying credentials and authentic chained data. Similarly, we have seen the emergence of cheqd which focuses on providing incentives in the form of a native token for issuing and verifying credentials, bridging SSI with the expanding world of DeFi. Both of these have developed alongside more accomplished identity utilities, and serve to expand the scope of SSI in different directions.
It is therefore important for the WG to continue its existing focus of developing a framework to accommodate all public identity utilities, but also make best efforts to more closely align with the latest Layer 1 innovations in technology, governance, and decentralised finance.
We can’t wait to get this year started, and look forward to seeing both new and familiar faces going forward.
We’d like to invite all interested ToIP members to attend the next UFWG meeting on Tuesday 1st February to vote in the new leadership changes and voice your thoughts on the expanded scope of the WG.

"Completing the framework", the final eSSIF-Lab's Open Call
is now open and running!
Over the past years, the question of how we can protect our identity in the world of online has been getting more heated. The Self-Sovereign Identity paradigm stepped in with the idea itself, that everyone should be in charge of their own digital personal information, and that it is the data owner who should decide on how this data is being used and by whom.
While we are still in the early stages of SSI, there is solid traction with standards in development, governments funding the development of ledgers and proof of concepts and a growing number of companies developing products. As a new layer of the internet, there are new platforms based on the standards, and products and services for verticals to be built. Self-Sovereign Identity (SSI) promises to empower European citizens with new means to manage privacy, eliminate logins, and enjoy much faster and safer electronic transactions via the internet as well as in real life.
Who is eSSIF-Lab?
eSSIF-Lab (European Self-Sovereign Identity Framework Laboratory) is a lab-to-market project that goes under the line “strengthening internet trustworthiness with electronic identities”. The project facilitates the further development, integration and adoption of SSI technologies through a cascade funding approach targeting innovative companies developing SSI based solutions. eSSIF-Lab is championed by leading experts in SSI technologies, cascade funding, business acceleration and continuous deployment of open-source.
In addition, eSSIF-Lab Framework (at GitLab) will be built upon the open-source components provided through its Infrastructure-oriented open call and the generic SSI-based services and applications (being developed with the support of the eSSIF-Lab 1st Business-oriented Programme) and the SSI domain-oriented solutions addressing real-world needs or opportunities (that will be supported by the eSSIF-Lab 2nd Business-oriented Programme).
"Completing the framework" Open Call
eSSIF-Lab is kicking off one last additional Open Call "Completing the framework", on the 15th of November, lasting until the 15th of January.
With this final call, eSSIF-Lab will support:
SSI Solutions
§ the development and demonstration of SSI working solutions for a real-world, domain-oriented problem or opportunity, in prioritized eSSIF-Lab areas (Health Tech, e-Government and Education) or in the Open Disruptive Innovation track.
SSI Infrastructure Extensions
§ the development and demonstration of business-oriented extensions to the eSSIF-Lab basic infrastructure, adding features and value which is not already available within the eSSIF-Lab or the wider SSI community.
Open Call benefits:
There's € 212 000 (up to 4 proposals expected to be selected) available in this call with a maximum amount of € 53.000 financial support for each third party.
The call is open to individual SMEs, not-for-profit entities or research organizations registered in a Member State of the EU (including their OCT), in an H2020 Associated Country or in the United Kingdom.
